Vail residents are asking whether or not incorporation would spell the end of their rural way of life.

Today, many small but growing communities in Arizona - like those in the Rincon Valley - face some difficult decisions.

Population growth is driving the need for improvements to the local infrastructure, but those are often hard to accomplish without funding from taxes or organized city services. Incorporation, to some, would seem to be the answer.

But some Vail residents are asking whether or not incorporation would truly benefit their way of life. In this story, two women - each with their own deep roots in the Rincon Valley - examine the advantages and drawbacks of forming a new municipality. Both recognize that there's a need for change, but both dearly want to protect their very Arizonan way of life.
