Proposition 114 would protect victims from lawsuits by criminals who were harmed when engaging in felonies.

“Prop. 114 would amend the Arizona Constitution to exempt a crime victim from liability or damages incurred by the perpetrator of the crime if it is classified as a felony case," said policy analyst E.J. Perkins of the Morrison Institute for Public Policy at Arizona State University.

Organizations that support the proposition include Arizona Citizens Defense League and the National Rifle Association. Supporters say the constitution has come to protect the criminal more than the victim, often leaving victims with expensive lawsuits.

Opponents say there is sufficient coverage already in place for the victim under state laws and that broad wording in the proposition would create more legal problems.
