House Bill 2337 is sponsored by Pima County State Representative Frank Antenori (R) and is a challenge to federal law. HB 2337 says that any incandescent light bulb manufactured in Arizona is not subject to federal regulations. The bill spells out that the light bulbs cannot be transported out of state. In 2007, President George W. Bush signed into law a required reduction in the amount of energy consumed by light bulbs. The federal law accomplishes the reduction by phasing in the use of low power light bulbs such as compact fluorescents.

HB 2337 includes legislative findings that the 10th Amendment to the United States Constitution reserves powers not specifically designated to Congress to the states. Backers of the proposal say the federal light bulb legislation is a violation of the 10th Amendment. Pima County Representative David Gowan (R) is also a sponsor of the legislation.

On March 3, 2010 the full House approved HB 2337 on a 33-27 vote.
