Arguments will be presented in federal court Friday in Phoenix on a request to block Gov. Jan Brewer's order denying driver's licenses for young immigrants who have avoided deportation under a new Obama administration policy.

A lawsuit by immigrant rights advocates, including the Arizona Civil Liberties Union, says Brewer's policy is unconstitutional because it is trumped by federal law.

Brewer's lawyers counter that President Barack Obama's policy doesn't have the same trumping effect of federal law.

Obama issued an executive order last year granting two-year delays in deportations for young people brought to the country illegally as children. The policy allows them to work legally in the United States pending resolution of their cases.

Brewer released her own executive order shortly after saying the state could not issue driver's licenses to the delayed deportees.
