The Council of State Governments reported that Arizona is one of 14 states collecting at least $2 or more on the sale of a pack of cigarettes.

A recent report by the council found New York had the highest tax rate in the country for a pack of cigarettes at $4.35, while Missouri has the lowest at 17 cents a pack.

Smokers in Arizona can pay less tax on cigarettes if they purchase them on Native American reservations where the tax rate is $1 a pack.

The Council of State Governments described cigarette taxes as a means to "raise state revenue" and "to discourage" smoking.

The report also looked at the total tobacco tax revenue each state collected. It found Arizona collected more than $319 million in tobacco tax revenue last year, part of more than $17 billion collected nationally.
