State Senator Frank Antenori (R-Pima County) says Arizona voters are too often tying the hands of the legislature when it comes to spending. So he is proposing a constitutional amendment forcing voters to revisit certain decisions every eight years.
SCR 1031 would amend the Arizona Constitution to require that any voter initiative that sets up a special fund to be put back on the ballot every eight years.
State Senator Linda Lopez (D-Tucson) questioned why the proposal only applies to initiatives put on the ballot by citizens and not questions put before voters by state lawmakers.
The proposal cleared the Senate Appropriations committee on a 9-4 vote. It still must clear a number of legislative hurdles before going to voters.
