An ambitious politician Walter Chalmers (Robert Vaughn) is in San Francisco to hold a Senate subcommittee hearing on organized crime in America and plans to bring down big time Chicago mobster Pete Ross, with the aid of a key witness, the mobster’s brother.
The brother has escaped to San Francisco, where the police department places him in protective custody with a special request from Chalmers to have Lieutenant Frank Bullitt’s (Steve McQueen) unit guard the witness. The witness is assassinated and Lieutenant Bullitt’s attempt to investigate the killing is blocked.
Bullitt decides to investigate the assassination on his own and discovers a mob conspiracy.
